'You cannot use this at this time' when entering power armor
Merged again: one cause fixed and the log now says why a frame is refused; the original case still not reproduced.

Some players got 'You cannot use this at this time' when trying to enter a power armor frame. We could not reproduce the exact case, but found two things that cause the message: a frame left leaning, and a seat the game still thought was yours. 0.9.0 handles both, and the next release also stands a leaning frame back up so it can be entered again. It has not been tried in a real game with a leaning frame.
